UK Councils Intend to Sell Off Community Hubs and Sports Centres to Manage Finances

Based on a new survey of municipal councils, UK councils are planning to offload social clubs, sports centres, and shopping arcades as they rely on a fire sale of assets to balance the books.

Increasing Fiscal Challenges Prompt Asset Sales

The Key Cities Group for second-tier cities in the UK stated that 60% of local authorities are planning to dispose of properties to cover the escalating costs of social services for vulnerable individuals.

Councils have previously come under fire for selling playing fields and open spaces to shore up their budgets, but they argue they must continue to raise vital cash from asset sales or face insolvency.

This coalition said that a high proportion of authorities seeking to raise money from a quick sale of holdings marked “a clear change from 2024, when the largest share (six in ten) of municipal officials said they would focus on restructuring services and utilising financial reserves to weather growing fiscal pressures.”

Specific Cases of Proposed Disposals

Medway Council in southeast England announced its asset disposal plan included the sale of a shopping centre in a local town and a community venue in Rochester to raise 20 million pounds over five years.

  • A local golf course and commercial properties owned in Worcestershire and Suffolk, which all provide rental income for Medway council, will additionally be sold under the strategy.

Council Tax Increases and Wider Financial Pressures

This research of councils in the key cities group, which covers Sunderland, Southampton, Gloucester and Salford, further found that over seven in ten of councils will need to increase local levies next April to cover the growing cost of core provisions, increased rates of housing insecurity, and a persistent housing shortage.

Medway council explained it will proceed with asset sales after sharp increases in the cost of youth support, special educational needs and disability (Send) provision, adult social care, and short-term housing.

“We are taking creative strategies but certain measures take time to achieve both improved services and cost efficiency,” said a council leader.

He continued: “We face demographic pressures which will persist to increase the pressures we have. As a local government body, we had a 91% cut in our central funding from over the past decade, which is very challenging.”

Countrywide Patterns and Forecasts

A survey of county councils this week further found local finances being strained by the increasing figures of young people and adults requiring special educational assistance.

A network of councils said that council deficits will hit 4.4 billion pounds a year by the end of the decade, as they struggle to cope with rising needs.

Ministers have put off scheduled changes to the special educational needs framework until the coming year after a policy document setting out those changes has been postponed.

Disadvantage and Financial Gaps

Based on the most recent indices of deprivation (IMD) for UK local authorities, many participating urban areas were among the most disadvantaged in England.

  • “Member cities like several major towns rank in the top 30 across the country under the 2025 deprivation indices,” noted the report.

“While only a single urban area is among the top 10 for deprived neighbourhoods countrywide, urban areas are much more prone to be in the most deprived fifth of the nation. The figures highlights the extent of difficulties confronting local leaders across major urban centers in the coming year,” the analysis concluded.

“Council officials have been explicit about the need for a equitable and lasting financial structure that reflects and addresses the actual extent of deprivation and demand,” said a council leader.

“Without this, councils will continue to face difficult decisions around which vital provisions to fund, and which to reduce, to the detriment of their communities.”

A fifth of local authorities have cut or compromised care services in the last year, the survey found.
